This service involves and empowers local people by giving them the skills to form effective partnerships with their local authority and become active citizens. This model for community empowerment will involve the whole community, including those who were previously thought of as hard to reach. Empowerment will enable them to have a real say in the provision of public services.
Working with local communities to set priorities is a new and complex discipline that presents local councils with a range of new challenges.
As new communities emerge with different needs and aspirations, the test is to bring empowerment frameworks and mechanisms up to speed, to ensure that small and under represented communities as well as the established community are effectively engaged.
